AB100, s. 36 Section 36. 15.06 (1) (a) of the statutes is amended to read:

AB100,129,12 15.06 (1) (a) Except as otherwise provided in this subsection and s. 15.37, the members of commissions shall be nominated by the governor, and with the advice and consent of the senate appointed, for staggered 6-year terms expiring on March 1 of the odd-numbered years.

AB100, s. 37 Section 37. 15.06 (2) (c) of the statutes is repealed.

AB100, s. 38 Section 38. 15.06 (3) (a) 6. of the statutes is repealed.

AB100, s. 39 Section 39. 15.06 (4) of the statutes is amended to read:

AB100,129,19 15.06 (4) Chairperson; administrative duties. The administrative duties of each commission, other than the education commission, shall be vested in its chairperson, to be administered by the chairperson under the statutes and rules of the commission and subject to the policies established by the commission.

AB100, s. 40 Section 40. 15.06 (4m) of the statutes is amended to read:

AB100,129,25 15.06 (4m) Executive assistant. Each commission chairperson under s. 230.08 (2) (m) and each commissioner of the public service commission may appoint an executive assistant to serve at his or her pleasure outside the classified service. The executive assistant shall perform duties as the chairperson or commissioner prescribes.

AB100, s. 41 Section 41. 15.06 (5) of the statutes is amended to read:

AB100,130,6 15.06 (5) Frequency of meetings; place. Every commission shall meet on the call of the chairperson or a majority of its members, except that the education commission shall meet on the call of the chairperson or a majority of its voting members. Every commission shall maintain its offices in Madison, but may meet or hold hearings at such other locations as will best serve the citizens of this state.

AB100, s. 42 Section 42. 15.06 (6) of the statutes is amended to read:

AB100,130,12 15.06 (6) Quorum. A majority of the membership of a commission constitutes a quorum to do business, except that a majority of the voting members of the education commission constitutes a quorum to do business and except that vacancies shall not prevent a commission from doing business. This subsection does not apply to the parole commission.

AB100, s. 43 Section 43. 15.07 (1) (a) 1. of the statutes is created to read:

AB100,130,15 15.07 (1) (a) 1. Members of the higher educational aids board shall be appointed by the governor without senate confirmation.

AB100, s. 44 Section 44. 15.07 (1) (b) 16. of the statutes is repealed.

AB100, s. 45 Section 45. 15.07 (1) (cm) of the statutes is amended to read:

AB100,131,12 15.07 (1) (cm) The term of one member of the ethics board shall expire on each May 1. The terms of 3 members of the development finance board appointed under s. 15.155 (1) (a) 6. shall expire on May 1 of every even-numbered year and the terms of the other 3 members appointed under s. 15.155 (1) (a) 6. shall expire on May 1 of every odd-numbered year. The terms of the 3 members of the land and water conservation board appointed under s. 15.135 (4) (b) 2. shall expire on January 1. The term of the member of the land and water conservation board appointed under s. 15.135 (4) (b) 2m. shall expire on May 1 of an even-numbered year. The terms of members of the real estate board shall expire on July 1. The terms of the appraiser members of the real estate appraisers board and the terms of the auctioneer and auction company representative members of the auctioneer board shall expire on May 1 in an even-numbered year. The terms of the 4 members of the educational technology board appointed under s. 15.105 (26) (a) 1., 3., 6. and 9. shall expire on May 1 in an even-numbered year. The terms of the members of the public intervenor board shall expire as provided in s. 15.345 (4) (b). The terms of 3 members of the gaming board appointed under s. 15.64 shall expire on July 1 of an even-numbered year and the terms of the other 2 members shall expire on July 1 of an odd-numbered year. The terms of 4 of the members of the state emergency response board, except the administrator of the division of emergency management in the department of military affairs, shall expire on May 1 of each year.

AB100, s. 46 Section 46. 15.07 (2) (f) of the statutes is amended to read:

AB100,131,16 15.07 (2) (f) The secretary of education state superintendent of public instruction or his or her designated representative shall serve as chairperson of the school district boundary appeal board.

AB100, s. 47 Section 47. 15.07 (2) (L) of the statutes is created to read:

AB100,131,19 15.07 (2) (L) The secretary of commerce or his or her designated representative shall serve as chairperson of the recycling market development board.

AB100, s. 48 Section 48. 15.07 (5) (i) of the statutes is created to read:

AB100,131,21 15.07 (5) (i) Members of the educational approval board, $25 per day.

AB100, s. 49 Section 49. 15.103 (1m) of the statutes is created to read:

AB100,131,24 15.103 (1m) Division of gaming. There is created in the department of administration a division of gaming.

AB100, s. 50 Section 50. 15.105 (4) of the statutes is amended to read:

AB100,132,11 15.105 (4) Public records board. There is created a public records board which is attached to the department of administration under s. 15.03. The public records board shall consist of the governor, the secretary of administration, the director of the historical society, the attorney general, the state auditor, the director of state courts and the director of the legislative council staff, or their designated representatives, and a representative of the small business community, a representative of a local unit of government, as defined in s. 106.215 (1) (e), and one other member 2 representatives having experience in records management or information technology, as defined in s. 16.97 (6), one of whom shall be an officer or employe of an agency, as defined in s. 16.70 (1), and one of whom shall be an officer or employe of a private business located in this state.

AB100, s. 51 Section 51. 15.105 (16) of the statutes is repealed.

AB100, s. 52 Section 52. 15.105 (25) of the statutes is created to read:

AB100,132,18 15.105 (25) Technology for educational achievement in Wisconsin board. There is created a technology for educational achievement in Wisconsin board which is attached to the department of administration under s. 15.03. The board shall consist of the state superintendent of public instruction, the secretary of administration, and the following members appointed for 4-year terms:

AB100,132,20 (a) A member of the board of regents of the University of Wisconsin System, appointed by the president of the University of Wisconsin System.

AB100,132,22 (b) A member of the technical college system board, appointed by the president of the technical college system board.

AB100,132,23 (c) Five other members.

AB100, s. 53 Section 53. 15.105 (26) of the statutes is repealed.

AB100, s. 54 Section 54. 15.107 (7) (d) of the statutes is amended to read:

AB100,133,3 15.107 (7) (d) A representative of the unit in the office of the commissioner of insurance department of health and family services that deals with health care information.

AB100, s. 55 Section 55. 15.107 (16) of the statutes is created to read:

AB100,133,6 15.107 (16) Wisconsin land council. (a) Creation. There is created a Wisconsin land council, attached to the department of administration under s. 15.03.

AB100,133,8 (b) Members. The Wisconsin land council shall consist of the following members:

AB100,133,9 1. The secretary of administration.

AB100,133,10 2. The secretary of agriculture, trade and consumer protection.

AB100,133,11 3. The secretary of commerce.

AB100,133,12 4. The secretary of natural resources.

AB100,133,13 5. The secretary of revenue.

AB100,133,14 6. The secretary of transportation.

AB100,133,15 7. The state cartographer.

AB100,133,16 8. One member who represents the interests of cities.

AB100,133,17 9. One member who represents the interests of counties.

AB100,133,18 10. One member who represents the interests of towns.

AB100,133,19 11. One member who represents the interests of local governments.

AB100,133,20 12. One representative from the University of Wisconsin System.

AB100,133,21 13. Four members of the public.

AB100,133,25 (c) Designees. Under par. (b), an agency head may appoint a designee to serve on the council, if the designee is an employe or appointive officer of the agency who has sufficient authority to deploy agency resources and directly influence agency decision making.

AB100,134,3 (d) Terms, chairperson. The members listed under par. (b) 8. to 13. shall be appointed for 5-year terms. The governor shall appoint the chairperson of the council, who shall serve at the pleasure of the governor.

AB100,134,4 (e) Sunset. This subsection does not apply after August 31, 2003.

AB100, s. 56 Section 56. 15.107 (17) of the statutes is created to read:

AB100,134,13 15.107 (17) Environmental science council. There is created in the department of administration an environmental science council. The council shall consist of 9 members who are nonpartisan and who have demonstrated expertise in at least one of the following: the engineering sciences, economic sciences, biological sciences, physical sciences, human medical sciences or statistical or risk assessment sciences. The governor shall designate one member as chairperson and one member as vice chairperson. The members shall be nominated by the governor, and with the advice and consent of the senate appointed, for 3-year terms.

AB100, s. 57 Section 57. 15.135 (4) (b) 3. of the statutes is amended to read:

AB100,134,21 15.135 (4) (b) 3. Four Six other members appointed for staggered 4-year terms. One of those members shall be a resident of a city with a population of 50,000 or more, one 2 shall represent a governmental unit units involved in river management, one shall be a farmer and one shall be a member of a charitable corporation, charitable association or charitable trust, the purpose or powers of which include protecting natural resources, including scenic or open space, and maintaining or enhancing air or water quality.

AB100, s. 58 Section 58. 15.147 (1) (a) 9. of the statutes is amended to read:

AB100,134,25 15.147 (1) (a) 9. One member who has knowledge of the problems of gang influence and gang violence in public schools, appointed by the secretary of education state superintendent of public instruction.

AB100, s. 59 Section 59. 15.154 of the statutes is repealed.

AB100, s. 60 Section 60. 15.183 (2) of the statutes is amended to read:

AB100,135,8 15.183 (2) (title) Division of savings and loan institutions. There is created a division of savings and loan institutions. Prior to July 1, 2000, the division is attached to the department of financial institutions under s. 15.03. After June 30, 2000, the division is created in the department of financial institutions. The administrator of the division shall be appointed outside the classified service by the secretary of financial institutions and shall serve at the pleasure of the secretary.

AB100, s. 61 Section 61. 15.195 (4) (d) of the statutes is amended to read:

AB100,135,11 15.195 (4) (d) The secretary of education state superintendent of public instruction or his or her designee.

AB100, s. 62 Section 62. 15.197 (2) of the statutes is amended to read:

AB100,135,21 15.197 (2) Council on blindness. There is created in the department of health and family services a council on blindness consisting of 9 members appointed by the secretary of health and family services for staggered 3-year terms. At least 7 of the persons appointed to the council shall be blind or visually impaired, as defined in s. 47.01 (1) or (5) and shall reflect a broad representation of blind or visually impaired persons. All council members shall have a recognized interest in and demonstrated knowledge of the problems of the blind or visually impaired. Council members may be persons receiving services from the department. The council has the functions specified in s. 47.03 (9).

AB100, s. 63 Section 63. 15.197 (11n) (a) 3. of the statutes is amended to read:

AB100,135,24 15.197 (11n) (a) 3. The secretary of education state superintendent of public instruction.

AB100, s. 64 Section 64. 15.197 (24) (a) 7. of the statutes is amended to read:

AB100,136,2 15.197 (24) (a) 7. Two members nominated by the community advisory steering committees established in Milwaukee County under s. 46.023 (2) 49.143 (2) (a).

AB100, s. 65 Section 65. 15.223 (2) of the statutes is amended to read:

AB100,136,6 15.223 (2) (title) Division of workforce excellence connecting education and work. There is created in the department of industry, labor and job development a division of workforce excellence connecting education and work.

AB100, s. 66 Section 66. 15.227 (24) (a) 4. of the statutes is repealed and recreated to read:

AB100,136,9 15.227 (24) (a) 4. The state superintendent of public instruction or the state superintendent's designee.

AB100, s. 67 Section 67. 15.347 (4) (c) of the statutes is amended to read:

AB100,136,12 15.347 (4) (c) One from the department of education public instruction, appointed by the secretary of education state superintendent of public instruction.

AB100, s. 68 Section 68. 15.347 (10) of the statutes is created to read:

AB100,136,16 15.347 (10) Environmental performance council. (a) There is created in the department of natural resources an environmental performance council to consist of the following members:

AB100,136,17 1. The secretary of commerce or his or her designee.

AB100,136,18 2. The secretary of natural resources or his or her designee.

AB100,136,19 3. The secretary of administration or his or her designee.

AB100,136,20 4. Eight other members.

AB100,136,22 (b) The members of the council appointed under par. (a) 4. shall serve for 4-year terms.

AB100,136,23 (c) The governor shall designate one member of the council as chairperson.

AB100, s. 69 Section 69. 15.37 of the statutes is repealed and recreated to read:

AB100,137,3 15.37 Department of public instruction; creation. There is created a department of public instruction under the direction and supervision of the state superintendent of public instruction.
